GPG end-of-term review thematic papers

In mid-2018, the Deputy Director General (DDG) for Performance Monitoring and Evaluation in the Gauteng Planning Division (GPD) asked GCRO to assist with the GPG’s end-of-term review for the 2014-2019 term-of-office. GCRO was asked to prepare a series of thematic papers that the DDG would then use to synthesise an overarching trends and dynamics chapter in the review.

Through the second half of 2018 GCRO staff, working in teams, prepared seven background thematic papers, on:

  1. Demography
  2. Economy
  3. Spatial change
  4. Poverty, inequality and social mobility
  5. Quality of life
  6. Environment and sustainability, and
  7. Governance.

GCRO delivered these papers to GPD in November and December 2018. In January 2019, GCRO further assisted the DDG with his efforts to distill these into an overarching synthesis paper, by providing additional data and comments on draft work. The synthesis paper has been presented at a number of GPG forums, including the Gauteng Executive Council (EXCO) and EXCO Lekgotla.

Other papers have also been presented into various strategic planning workshops. In particular, work on the 'Spatial change' paper was presented to a SAPI spatial transformation seminar, various masters classes, and the Gauteng Department of Roads and Transport strategic breakaway in August 2019. And the 'Poverty, inequality and social mobility' paper was presented to the Gauteng EXCO Lekgotla in June 2019, followed by a string of departmental strategic breakaways.

It has been agreed that GCRO will take the background papers forward towards publication as a series of GCRO Occasional Papers.

Updates

The first of three Occasional Papers coming out of this project was released in December 2021. Based on updated analysis from that conducted in late 2018, this Occasional Paper examines in detail the spatial trends shaping Gauteng. Further work is being done on the Environmental Trends and Poverty, inequality and social mobility Occasional Papers to update the analysis.
