Research into municipal revenue systems

Dr Sizwe Phakathi was part of a team working for the Presidency to look at blockages in service delivery. Sizwe worked closely with Roland Hunter, in a broader team convened by SWOP, and focused specifically on ethnographic work in the billing departments of Johannesburg and eThekwini.  The report was completed in 2010, and presented to a very well-attended and high-profile workshop in early 2011, at the same time as Johannesburg’s billing system came under intense scrutiny. The report will be revised into a book chapter, and published later this year.
